The Supreme Court ruled that Section 20(3)(a)(i) of the Andhra Pradesh Education Act, 1982 is void due to lack of legislative competence, as it conflicts with the All India Council of Technical Education Act, 1987 under Section 10. The Court held that the AICTE Act prevails over the A.P. Act in matters of establishing technical institutions, confirming the High Court's decision that the State's provisions were inoperative. Consequently, the appeals by the State of Andhra Pradesh were dismissed.
