The Supreme Court addressed the validity of a transport scheme published under Section 68-C of the Motor Vehicles Act, 1939, which was quashed by the Allahabad High Court. The Court held that the scheme had lapsed due to the enactment of the Motor Vehicles Act, 1988, as per Section 100(4) of the new Act. The Court reaffirmed the principle that delays in processing objections can violate Articles 14 and 19(1)(g) of the Constitution, and directed the competent authority to approve and publish a fresh draft scheme within 30 days.
