The Supreme Court held that Section 3(c) of the Delhi Rent Control Act, 1958, as amended by Act No. 57 of 1988, applies to pending standard rent applications, thereby dismissing the tenant's application for fixation of standard rent as it exceeded the rent limit of Rs. 3500. The Court established that the rights of the tenant did not crystallize until the standard rent was fixed, and the amendment did not violate any vested rights. Consequently, the appeal was dismissed, affirming the lower courts' decisions.
