The Supreme Court held that the amended Section 3(c) of the Delhi Rent Control Act, 1958, which excludes premises with a monthly rent exceeding Rs.3500 from the Act's provisions, applies to standard rent applications pending as of the amendment's effective date, 1.12.1988. The Court established that rights under the Rent Act do not crystallize until a standard rent is fixed, and thus the tenant's application was rendered incompetent due to the amendment. The appeal was dismissed, affirming the lower courts' decisions.
