The Supreme Court held that interest at the rate of 18% per annum cannot be uniformly granted by Consumer Forums without considering the specific facts of each case, as established in Ghaziabad Development Authority vs. Balbir Singh (2004) 5 SCC 65. The Court affirmed the State Commission's order to reduce the interest rate to 10% and directed the delivery of possession of the allotted plot within a fortnight. Additionally, the Court mandated that if interest has not been paid, it should be at 15% from 17th March 2004 until payment, and imposed costs of Rs. 500 to the Legal Aid Society, recoverable from responsible officers.
