The Supreme Court held that the Reserve Bank of India (RBI) was justified in not promoting the respondent to Grade-D as he failed to secure the required 170 marks in the selection process, having only obtained 162 marks. The Court emphasized that the decision of the high power Selection Board, which included a retired High Court judge, should not be interfered with unless there is a clear case of arbitrariness or illegality. The Court upheld the High Court's finding regarding the insubordination charge but maintained that the promotion decision was valid based on the selection criteria established under the RBI (Staff) Regulations, 1948.
