The Supreme Court determined that the revised pay scales for skilled and semi-skilled staff in the Printing and Stationary department should be applicable from 1.1.1986, as recommended by the IIIrd Punjab Pay Commission, rather than from 14.2.1989 when the State Government issued its notification. The Court held that the anomaly in pay fixation was acknowledged by the government, and thus the respondents were entitled to the higher pay scale of Rs.2000-3500 from the earlier date. The appeal was allowed, affirming the decision of the High Court to grant the revised pay from 1.1.1986.
