The Supreme Court upheld the Punjab and Haryana High Court's decision that the sale of land to the appellant was invalid, as the land did not qualify as 'Package Deal Property' under Clause (1-A) of Section 2 of the Punjab Package Deal Properties (Disposal) Act, 1976. The Court found that the land belonged to the District Board and was transferred to the Panchayat Samiti upon the Board's dissolution, thus the appellant's claim of ownership was fraudulent. The Court affirmed the High Court's ruling that the sale was made without jurisdiction and set aside the order of the revisional authority.
