The Supreme Court determined that the revised pay scales for skilled and semi-skilled staff in the Printing and Stationary Department should be effective from 1.1.1986, as per the recommendations of the IIIrd Punjab Pay Commission, rather than from 14.2.1989 when the State Government issued its notification. The Court held that the earlier judgment in Bhagirath Ram v. State of Punjab established the entitlement of the respondents to the higher pay scale from the earlier date due to the anomaly created by incorrect pay fixation. Consequently, the appeal was allowed, affirming the entitlement to the revised pay scale from 1.1.1986.
