The Supreme Court held that the passing of the Accounts Test for Subordinate Officers Part-I is a necessary qualification for promotion to the post of Senior Assistant as per Rule 23 of the Andhra Pradesh Ministerial Service Rules, 1966. The Court clarified that the appellant's service was governed by these Rules throughout, and the change in designation from Electricity Department to Chief Electrical Inspectorate did not exempt him from this requirement. Consequently, the Court upheld the Tribunal's decision that the appellant was junior to the respondents due to his failure to pass the requisite examination in the stipulated time.
