The Supreme Court upheld the decision of the Guwahati High Court affirming the Central Administrative Tribunal's order to grant Stenographers in subordinate offices the same pay scale as Stenographers Grade C in the Central Secretariat, citing the need for parity in pay under the principles of fair treatment and equality. The Court noted that the Tribunal's review application revealed that the Central Pay Commission had not adequately considered the nature of duties and responsibilities of the two categories of Stenographers. The Court held that the employees were entitled to the revised pay scale as per the Office Memorandum dated 31.7.1990, thus reinforcing the principle of equal pay for equal work under Article 14 of the Constitution.
