The Supreme Court upheld the decision of the Central Administrative Tribunal and the Punjab and Haryana High Court, affirming that the Chandigarh Administration must follow the Government of India instructions regarding the reservation for Scheduled Castes (SC) and Other Backward Classes (OBC) in recruitment. The Court clarified that SC/ST candidates who migrate to Union Territories retain their status from their State of origin, as per the Government of India Circular No.DC/16014/1/82-SC-BCD.1 dated 22.2.1985. The Court directed the Chandigarh Administration to provide appointments to eligible candidates based on their caste certificates issued by their respective States.
