Judgment text excerpt

The Supreme Court ruled that the inclusion of B.Ed. candidates in the selection list for teacher recruitment in Kerala was improper as the advertisement specified only Teachers Training Certificate (TTC) holders as eligible. The Court upheld the High Court's decision that B.Ed. holders were not qualified under the terms of the advertisement, but it also recognized the State's commitment to amend recruitment rules to allow B.Ed. holders in the future. Consequently, the Court directed the Public Service Commission to prepare a fresh rank list excluding B.Ed. candidates, while acknowledging the need for future amendments to the recruitment rules.
