The Supreme Court held that the recommendations made by the Uttar Pradesh Public Service Commission (UPPSC) prior to the formation of the State of Uttaranchal are binding on the new State under Article 323(2) of the Constitution and Section 78(4) of The Uttar Pradesh Reorganisation Act, 2000.
