Judgment text excerpt

The Supreme Court examined the validity of Regulations 5(e) and (f) of the National Council for Teacher Education Act, 1993, determining that these regulations, which require a No Objection Certificate (NOC) from the State Government for teacher training institutions, are not ultra vires the Act. The Court upheld the Division Bench's decision of the Karnataka High Court, which had set aside a Single Judge's ruling that deemed the regulations unconstitutional. Consequently, the Court dismissed the writ petitions challenging the regulations.
