The Supreme Court ruled that the ex-Ruler of Rampur State retained full ownership of private properties under Article 4 of the Merger Agreement dated 15.5.1949, which included agricultural lands. The Court held that the Uttar Pradesh Imposition of Ceiling on Land Holdings Act, 1960, cannot apply to the private lands of the ex-Ruler as per the provisions of the Merger Agreement and subsequent notifications. Consequently, the appellants were entitled to retain their lands without the imposition of ceiling limits as stipulated in Section 5 of the Act.
