The Supreme Court considered whether a person whose application for reference under Section 18 of the Land Acquisition Act, 1894, was dismissed on grounds of delay or technicalities is entitled to seek arbitration under Section 28-A. The court also examined whether an individual who received compensation without protest and failed to file a Section 18 application qualifies as a 'person aggrieved' under Section 28-A. The matter was referred to a Larger Bench for reconsideration of the precedent set in Jose Antonio Cruz Dos R. Redriguese v. Land Acquisition Collector.
