The Court addressed whether Presidential assent under Article 254(2) of the Constitution, granted to resolve repugnancy between State and Central laws, extends to all existing laws on the subject or only to those specifically identified. The Court ruled that the President's consideration and assent are limited strictly to the proposal submitted by the State Government. Consequently, the State legislation prevails only in respect of the specific laws for which repugnancy was pointed out and assent was sought.
