The Supreme Court examined whether a High Court can dispose of a second appeal without framing a substantial question of law. The Court observed that under the amended provisions of Section 100 of the Code of Civil Procedure (C.P.C.), it is obligatory for the High Court to frame a substantial question of law to entertain a second appeal. Consequently, the judgment of the High Court was found deficient for failing to comply with this statutory requirement.
