The Supreme Court addressed two key issues: (1) whether the Bombay Iron & Steel Labour Board qualifies as an 'industry' under Section 2(j) of the Industrial Disputes Act, 1947, and (2) whether the appellant, an Inspector, qualifies as a 'workman' under Section 2(s) of the same Act.
