The Supreme Court upheld the High Court's decision that the notification dated 5.1.2001 issued by the State of Punjab, which allowed admission to postgraduate medical courses with less than 50% marks, was contrary to Regulation 9 of the Postgraduate Medical Education Regulations, 2000, framed under the Indian Medical Council Act, 1956. The Court emphasized that the State cannot prescribe lower qualifying marks than those mandated by the Medical Council of India. Consequently, the Court affirmed the High Court's order to quash the notification and directed the University to conduct fresh counseling for admissions based on the correct qualifying criteria.
