The Supreme Court upheld the High Court's ruling that the Kerala Grants and Leases (Modification of Rights) Act, 1980 was not applicable to the lands held by the respondents under lease, thereby quashing the demand notices for seigniorage rates issued by the State. The Court clarified that the provisions of the 1980 Act do not extend to the lands leased prior to its enactment, particularly in light of the Kannan Devan Hills (Resumption of Lands) Act, 1971. The judgment reinforced the principle that existing leases are protected from retrospective application of new legislation.
