The Supreme Court upheld the notification issued by the Government of Tamil Nadu under Section 10(1) of the Contract Labour (Regulation & Abolition) Act, 1970, prohibiting the employment of contract labour for sweeping and scavenging in establishments with 50 or more workmen. The Court found that the Government had adequately consulted the Tamil Nadu State Contract Labour Advisory Board, as required by Section 10(2) of the Act, and that the consultation process did not necessitate concurrence but rather aimed to assist the Government in its decision-making. Consequently, the appeals against the High Court's dismissal of the writ petition were rejected, affirming the validity of the notification.
