Lather and others to the post of Executive Engineer were invalid due to lack of requisite qualifications as per the Haryana Electrical Inspectorate (Group-A) Service Rules, 1997. The Court emphasized that promotions must adhere to the qualifications stipulated under the Rules framed under Proviso to Article 309 of the Constitution. Consequently, the Court directed that the claim of Satish Kumar Kakkar for promotion be considered in accordance with the law.
