The Supreme Court addressed the issue of inter se seniority between direct recruits and promotees in the cadre of Deputy Tehsildars under the Andhra Pradesh Revenue Subordinate Service Rules, 1961. The Court held that the amended Rule 4(e), which determined seniority based on confirmation in substantive vacancies, could only operate prospectively from 9th October 1980, and not retrospectively. The Court directed the State to compute substantive vacancies and prepare a seniority list in accordance with the judgment, emphasizing that the amended rules should not affect those appointed prior to the amendment on 24.9.1992.
