The Supreme Court upheld the principle that a government employee is entitled to promotion based on the recommendations of the Departmental Promotion Committee (DPC) if the findings of a prior disciplinary inquiry are in their favor, despite the pendency of subsequent inquiries. The Court reaffirmed that the right to be considered for promotion is a fundamental right under Article 16 of the Constitution of India.
