The Supreme Court upheld the constitutional validity of Sections 9, 10, and 11 of the U.P. Secondary Education Services Commission and Selection Boards Act, 1982, as amended by U.P. Act No.15 of 1995, and Rule 12 of the 1995 Rules. The Court affirmed the validity of the selection process conducted by the U.P. Secondary Education Services Commission and the notifications issued in 1996, directing the implementation of the panel of selected candidates prepared on April 15, 1997. The Court also allowed for inquiries into the qualifications of selected candidates, ensuring due process under the U.P. Intermediate Education Act, 1921, as amended by U.P. Act No.25 of 1998.
