The Supreme Court held that the Central Administrative Tribunal lacks jurisdiction to review orders passed under the Public Premises (Eviction of Unauthorised Occupants) Act, 1971, as such matters do not fall within the definition of 'service matter' under Section 3(q) of the Administrative Tribunals Act, 1985. The Court clarified that the expression 'any other matter whatsoever' does not extend the Tribunal's jurisdiction to include eviction orders. Consequently, the Full Bench's order was set aside, and the appeals were allowed, reaffirming the exclusive jurisdiction of the competent authority under the Eviction Act.
