The Supreme Court held that the Administrative Tribunal erred in setting aside the punishment of the Block Development Officer (BDO) without considering the findings of the Disciplinary Tribunal as mandated by Rule 9 of the Tamil Nadu Civil Services (Disciplinary Proceedings) Rules, 1955. The Court established that the BDO, having ultimate responsibility for passing bills, could be held accountable for the charges against him. Consequently, the Court overturned the Administrative Tribunal's decision, affirming the punishment imposed by the State of Tamil Nadu.
