The Supreme Court upheld the validity of the promotion ratio prescribed under the rules framed under the proviso to Article 309 of the Constitution for the appointment of Headmasters in Higher Secondary Schools, which included a quota for inducted teachers who acquired qualifications through a condensed course. The Court found no discrimination against regular Post-Graduate Teachers, affirming that the inclusion of inducted teachers in the promotion ratio was justified given their eligibility to teach. The appeals against the State Administrative Tribunal's dismissal of the challenge to this rule were therefore rejected.
