The Supreme Court ruled that the appointment of the appellants as paid apprentices by the District Judge was not in accordance with the statutory rules, specifically the Subordinate Civil Courts Ministerial Establishment Rules, 1947 and the Recruitment of Ministerial Staff to the Subordinate Offices Rules of 1950, framed under Article 309 of the Constitution. The Court held that ad hoc appointments made without following the prescribed procedures cannot be regularized, and thus, the appellants are not entitled to claim regularization of their services. The judgment of the Allahabad High Court dismissing the writ petitions was upheld.
