The Supreme Court interpreted Sections 134 and 137 of the U.P. Zamindari Abolition and Land Reforms Act, holding that a sirdar does not acquire bhumidari rights until a certificate is issued under Section 137. The Court found that Bechan, who executed a sale deed before obtaining the bhumidari certificate, did not have the title to transfer the land. Consequently, the sale deed was declared invalid, affirming the High Court's ruling that Bechan had no rights to transfer on the date of the sale deed.
