The Supreme Court held that the promotion of the respondent to Officer in Grade-I did not result in a reduction of his basic salary, as the retrospective effect of a settlement dated 13-7-1989 established a higher basic pay than that in his previous category. The Court found that the fixation of the respondent's salary at Rs. 2,600/- was justified and did not constitute a reduction from his previous pay scale. Consequently, the judgment of the High Court was set aside, and the appeal was allowed.
