The Supreme Court held that the provisions of the Pepsu Tenancy Agricultural Lands Act, 1955 and the Punjab Land Reforms Act, 1972 must be harmoniously interpreted. The Court ruled that after the determination of surplus land under the Pepsu Act, a re-determination under the Land Reforms Act is necessary for the vesting of land in the State Government. The appeal was allowed, setting aside the High Court's order which confirmed the Financial Commissioner's decision, as the alleged allotment was found to be without authority of law.
