The Supreme Court held that following the decision in L. Chandra Kumar Vs. Union of India, Section 17 of the Administrative Tribunals Act, 1985 is rendered unconstitutional, thus Administrative Tribunals lack the power to punish for contempt. The Court affirmed the High Court's ruling that contempt proceedings must be initiated under the Contempt of Courts Act, 1971, and not before the Administrative Tribunal. Consequently, the appeals were dismissed as the Tribunal's contempt jurisdiction was deemed non-existent.
