The Supreme Court granted leave in SLP(C) No. 7823/96, addressing the encadrement of State Deputation Reserve and Ex-cadre posts in the Indian Administrative Service (IAS) under the IAS (Fixation of Cadre Strength) Regulations, 1955. The Court held that the amendments made by the Central Government to the IAS (Appointment by Promotion) Regulations, 1955, which included these posts in the cadre strength, were valid and provided the petitioners their rightful share of 33 1/3 percent for promotion. However, the petitioners' claims regarding the exclusion of other posts were deemed to lack merit, leading to the dismissal of their petitions.
