The Supreme Court ruled on the interpretation of eligibility criteria for promotion to the post of Superintending Engineer under The Manipur P.W.D./Irrigation and Flood Control/Public Health Engineering (Superintending Engineer (Civil)/Superintending Surveyor of Works) Recruitment Rules, 1977. The Court held that the requirement of six years of service is independent of the educational qualifications, allowing the respondent, who had over six years of service, to be considered for promotion despite having obtained the AMIE diploma only two years prior. The Court upheld the decision of the learned Single Judge and dismissed the appeal by the appellants.
