The Supreme Court dismissed the appeals of the appellants seeking to count the period of promotion to Clerk Grade-I for increment purposes, holding that their case was distinguishable from that of Mange Lal Rastogi, who was promoted against a long-term vacancy. The Court found that the appellants were promoted against a short-term vacancy and were liable to be reverted as per the Board's letter dated 25.9.1969. The Court concluded that there was no merit in the appeals and upheld the reversion without costs.
