The Supreme Court clarified that promotions granted to employees prior to 31.12.1982, even if in excess of the quota under the Statutory Recruitment Rules, are protected, but their seniority cannot be claimed on that basis. The Court upheld the interpretation that the seniority of promotees is governed by the Andhra Pradesh State and Subordinate Services Rules, and no prior decision has established that only promotions were protected without seniority. Consequently, the Special Leave Petitions were dismissed, affirming the status of the promotees' seniority.
