The Supreme Court ruled that the Union Public Service Commission (UPSC) is not bound to call candidates for interview based on the initially advertised number of vacancies, as per Rule 3 of the Civil Services Examination Rules 1998. The Court held that the number of vacancies can be altered and that the process of examination does not need to be completed based on the original number of vacancies. The Court upheld the decision of the UPSC to call 964 candidates for interview despite a later determination of only 470 vacancies, rejecting the claim that 1480 candidates should have been called.
