The Supreme Court held that the appellants, members of the Subordinate Account Service (SAS) in Railways, were not entitled to Group B status as their counterparts in the Comptroller and Auditor General (CAG) and Controller General of Defence Accounts (CGDA) despite being in the same pay scale of Rs. 2000-3200. The Court upheld the Central Administrative Tribunal's decision to grant revised pay scales only from 1.4.1987, rejecting claims for earlier implementation from 1.1.1986. The Court found no violation of Articles 14 and 16 of the Constitution, affirming the principle of parity among similar services.
