The Supreme Court held that under Section 6(1) of the Prevention of Corruption Act, 1947, no court can take cognizance of offenses against public servants without prior sanction from the appropriate authority. The Court found that the CBI was not required to submit materials to the sanctioning authority when it determined that no case was made out against the respondent. Consequently, the directions of the Special Judge to conduct further investigation and seek sanction were set aside, affirming the CBI's closure of the case.
