The Supreme Court upheld the Delhi High Court's decision to invalidate the Explanation to Bye-law 3(i)(a) of the Delhi Municipal Corporation (Determination of Ratable Valuation) Bye-laws, 1994, as it was found to be repugnant to Section 135 of the Delhi Municipal Corporation Act, 1957. The Court agreed that the Bye-law improperly restricted the Commissioner's authority to employ valuers for land and building valuation. However, the Court maintained the High Court's ruling regarding Bye-laws 3(i)(c)(ii) and 3(i)(e) as valid, resulting in a partial affirmation of the High Court's judgment.
