The Supreme Court upheld the decision of the Orissa Administrative Tribunal regarding the appointment of Copy Holders under the Orissa Government Press Industrial Employees Classification, Recruitment, Promotion, Conditions of Service and Appeal Rules, 1978. The Court clarified that the ban imposed by the Government on filling vacancies did not negate the rights of candidates selected based on the established selection list. The Court held that the Government must adhere to the selection process and fill the vacancies as per the rules, thereby ensuring fair employment practices under Article 14 of the Constitution.
