The Supreme Court directed the District Collector, Bulandshahar, to assess the quantum of sugar stock-in-hand sufficient to meet payments to cane growers, establishing a first charge against the stock. The Collector is to permit the appellant to sell the assessed stock, with proceeds credited to a designated account for cane growers. Following payment to the growers, the appellant may seek release of remaining stock for other liabilities, with the entire process to be completed within two months. The order of attachment will be lifted upon compliance, and no coercive actions are to be taken against company members during implementation.
