The Supreme Court dismissed the appeal of the appellant Association claiming promotions for Anti-Pollution Level Test Inspectors on par with Motor Vehicle Inspectors under the Motor Vehicles Act. The Court held that the appellants are not part of the same cadre and thus cannot claim parity with statutory cadre officers. It reaffirmed that the Tribunal lacks the authority to direct policy decisions regarding promotions, which is solely within the purview of the appropriate Government. Consequently, the Tribunal's rejection of the contempt application was upheld.
