The Supreme Court held that the Central Administrative Tribunal's refusal to condone the delay in filing O.A. No. 774 of 1994 was erroneous. The Court affirmed the Full Bench's earlier ruling that the retrospective amendments to Rule 2544 of the Indian Railways Establishment Code, which reduced the maximum limit of Running Allowances, were violative of Articles 14 and 16 of the Constitution. The appeal was allowed, the Tribunal's judgment was set aside, and the appellants were granted the same pension relief as provided by the Full Bench.
