The Court found that the first respondent's name was not included in the official records for the years 1977-78 and 1978-79, and her appointment was not recognized as regular due to lack of approval. Consequently, the Court overturned the lower courts' decisions, which had erroneously granted her status as a permanent teacher and entitlement to salary arrears.
