The Supreme Court held that the Karnataka Civil Services (General Recruitment) Rules, 1977, amended under the proviso to Article 309 of the Constitution, can be made with retrospective effect, as established in B.S. Vadera vs. Union of India [AIR 1969 SC 118]. The Court found the Karnataka Administrative Tribunal's ruling that the first proviso cannot have retrospective effect to be unsustainable. Additionally, the Court ruled that the validity of the rules does not depend on the provision of guidelines, thus upholding the amendments made for the reservation of appointments for Scheduled Castes, Scheduled Tribes, and Other Backward Classes.
