The Supreme Court upheld the validity of Notification No.25/Licence/Part-3 dated 18.5.1990 issued under Section 41 of the U.P. Excise Act, 1910, which mandated a new licensing requirement and fee for denaturation of industrial alcohol. The Court found that the State of Uttar Pradesh has the authority to legislate on industrial alcohol and levy associated fees, rejecting the appellants' claims of lack of legislative power and absence of quid pro quo. The appeals against the High Court's dismissal of the writ petitions were therefore dismissed.
